Make armies require citizen population?

Might make armies seem more interesting and valuable?

If armies required job populations it might make armies a lot more interesting currently they're essentially just money, If population were affected by invading or if the home planet for an army were angry because armies from that planet were being killed and dismembered they'd be far more game valuable.
