The Holy Roman Emperor should get a major (10+) IA hit if they declare on a member state with the conquest CB. Imperial liberation and cleansing of heresy should probably be exempt from that penalty.
I hate seeing Austria annex their way through Switzerland out to Sundgau, annex Bavaria in 1 war, and annex numerous other minors (even free cities) for no apparent reason. Seeing Bohemia relive its EU3 Blobhemia glory days after they become emperor isn't much better. It just makes sense to me to make wars of conquest within the empire bad for the emperor to start. The AI shouldn't be so quick to annex countries that are under their nominal protection. The IA penalty would make that more of a disincentive. It's almost worse than battlepope at this point.
