I think that the Majapahit mission "Gajah Mada's Oath" should not require you to form Malaya. Firstly its because I prefer the map color and flag of Majapahit. Secondly forming Malaya is a bit odd as Majapahit. The rewards of the mission tree heavily incentivizes to remain Hindu as Majapahit, but once you form Malaya your name lists for leaders and rulers changes to the Malayan one which includes a large amount of islamic names which is a bit odd as a hindu nation, especially since your advisors and rulers will now have names like Muhammad Jamâl ad-Dîn, Abd al-Jalîl Shâh or Abd al-Qahhar but as a Hindu nation? Not to mention that Malaya national idea "Settle the Islands" mentions bringing "Muslim rule" and the "words of the Prophet" to the islands of the SEA area, which doesn't make sense as a Hindu nation imo. Now all of this would fine since you could just stick with staying as Majapahit and not caring about forming Malaya (I prefer Majapahit ideas and unit models anyway). However your mission tree requires you to form the Malaya to upgrade your Majapahit Campaigns CB for it to work on Chinese tech group (and later on the world).

So my suggestions are these:
1) Making the Malaya use the name lists of the original nation that formed it, no idea if this could work in practice, I am not a dev or modder. But hypothetically lets just assume its doable with Dev Magic.
Or
2) Changing the "Gajah Mada's Oath" mission to require either forming Malaya or having 500 Dev (vassals not included). Personally I think 500 dev is a adequate requirement considering the Mandala government reform lowers your government capacity anyway.
Or
3) Changing the "Gajah Mada's Oath" mission to only require completing the "Rein in Brunei" and "Rein in Malacca" missions.
