This was mentioned in a GD thread, and I'm not sure if it's been reported yet, so:
Posted by Basher:

You can assign numbers to a group of similar type (air, ground, navy) units using 'ctrl+(1-0)'. You should hear a little ding after you do this. Then when you press the corresponding number once, that group will be in the side box. Press the number a second time (does not have to be in quick succession) the map will center around the unit.

Using shift or drawing the box, you can select multiple armies on the map in different locations and then assign them a number.

Using the above selection technique, you can combine armies even if the result moves one army magically across the world. This will leave an empty army... the only way I've noticed to get rid of an empty army is to move it into a location with similar units (air, ground, navy). Then cycle through the groups.
Example: you can select two ground units in different provinces, press 'ctrl + 1'. then 1, and click "create new unit", and put divisions from one unit immediately into another (even though they're not in the same province). Also, if you empty a unit this way it sticks around with no divisions in it.

One time I tried this the "create new unit" button is in the normal place, and it worked as I described above. I loaded another game and tried it and the button wasn't in the normal place, but it was in the top left corner of the screen. It took me a while to notice, since that's such an odd place. Nonetheless it functioned the same way as above, allowing instant transportation.

I then loaded the game again, simply dragged a box around two units that were in different provinces, and the button appeared in the top left corner again, and I was able to move divisions to and fro.

As a final test I started a new game (ordinary 1936 scenario, no mods) as the SU, selected a land unit on the western border of the SU, then shift-clicked one in Vladivostock, and the button appeared in the top left, and I was able to magically transport divisions back and forth.

What's up with that button? ;)

Edit - I was playing another game, and tried it out again... this time the button wasn't in the top-left corner... but it was where it normally is, even though the units were in opposite corners of my country... Instant Transportation, Whee :D

This has found it's way to page 2... I get the impression that this is not a big issue, or it's already known, so this is the last time I'll ask. :)

What's up with the create new unit button working for units that are in different provinces? ... and why does it sometimes appear in the top right corner of the screen?

I could provide a saved game... but it's really not necessary, it's as simple as starting a new game as, say, the USSR in the '36 scenario, clicking one of the units on the western boder, then scrolling over and shift-clicking the a unit near Vladivostock, and looking to see if the "Create New Unit" button shows up (seems to be in the normal place if it's a fresh game, but I suppose it could be in the top right corner), clicking it, moving units back and forth, and noticing the fact that units just traversed 1000s of miles instantly.

I don't want to beat a dead horse here, and I realize that this "bug" is only a problem if deliberately exploited by a human player, but it seems like the sort of thing that should be tracked down :)

Or does it not work when you try it?
