Ok but that means there's like a max of 3 or 4 buildings on habitats? This makes no sense. Like fortress habitats, refinery habitats, and bureaucracy habitats will be far less useful if they make this change.

Somewhat more than 4, but habitats are more restricted. From what we've mentioned in the linked dev diaries (from what I recall):
  • Void Dwellers have a tradition that gives +1 building slot for habitats.
  • The Adaptability tree gives +1 building slot to both planets and habitats.
  • The Voidborne perk gives +2 building slots to habitats.
  • Functional Architecture gives +1 building slot to both planets and habitats.
  • Technologies give +2 buildings slot to both planets and habitats (total, not per tech).
