I wanted to suggest that Madagascar is reworked. It is bigger than France and the second largest Island on earth and has only 3 provinces in eu4 wt. Also it was very late colonized and there was a kingdom established which tried to form an alliance with Germany before it got colonized.
There were various kingdoms and they were unified into one kingdom of Madagascar.I find this very interesting and it would be nice if it was reworked it would give the Indian ocean region more flavor.

yeah could be fun to unify Madagascar and then try to westernize, before France makes you to a Protectorate. I just hope someone picks it up. Yesterday I did a custom nation on Madagascar, but it was kinda hard and boring. 3 provinces and I always felt this region could be interesting, since Asia is nowadays quite interesting to play, you could become the new power in the Indian ocean after unifying Madagascar :)

I want to add, that it became important as the trade is concerned from Arabia and Indian ocean directly through south Africa to Portugal. (From the European point of view, I guess it is important to look the history up from the pint of view of Madagascar as well) England and France tried to colonize it but failed due to the natives there. France had a small colony in northern Madagascar which she gave up and moved her trading port to martiné due to the pressure. https://en.wikipedia.org/wiki/History_of_Madagascar
Also there were a lot of pirates there (this should be included)
-had embassy in Europe (unified madgascar)
-anti christian edict
-defended against European colonize
-diplomatic relations with Germany
-in late 19th century France imperial war against it
-pirates which disturbed European trade
-mixture of culture Arabia, Indian and African
-many small kingdoms with unique culture and ideas
-french main eastern slave trading port in martine
-Trade steering to south Africa and Europe.

Some points summarized from Wikipedia.

It gets shrunk because of the flat map geometry. The whole of africa is far too small, you can fit most the rest of the world into it if you fit them nicely. After the imrpovements in art of war Africa must be due some interest next.

Madagascar is the fourth-largest island in the world, not the second (after Greenland, New Guinea, and Borneo).

But I do agree that adding dividing it up into a several more smaller provinces does make sense; the three provinces there are by far the largest in the region, and look out of place compared to the smaller provinces of the islands and mainland nearby. It should have at least twice the number of provinces, if not three times as many (so around six to nine).

The problem with putting actual states there is that, historically, there isn't much in the way of organized states on the island before the 1540s or so (when Menabe on the west coast and the Merina kingdom (which would later go and consolidate control of the island) in the center first came into being; other states appeared somewhat later). Things could be fudged a bit with Merina, since the Merina state supposedly rose from the Vazimba state in the area (the first Merina king, who began his rule in 1540 or so, was the son of the last Vazimba queen, according to oral tradition), so the game could have a "Merina (or, more properly "Imerina") that represents the Vazimba-Merina continuum in the area, occupying a province or two in the island's center from the game's start. Given that the Merina state was by far the most important on the island during the period, this would seem to me to be a good way of doing things.

While I admire your enthusiasm, and definitely wish you luck on working on your mod, as for actually what Paradox might add into the game itself it may be best to chart a more moderate course. Additional provinces and tags require resources to create and need extra processing power to run, so adding a whole lot may be a bit much to ask for. Doubling or tripling the current three provinces on Madagascar doesn't seem unreasonable, and adding in Merina as a tag (as it ruled almost the entire island by the end of the game period), and possibly another tag or two, would be something I could support and can definitely envision Paradox considering implementing. They may look askance at twenty provinces and fifteen new tags, however...

I added abou 20 provicnes, + a very small colonial province. I foudn good sources on hiotsory. Added a trade node, which is connected to indonisia africa and arabia. The peoples there start with tribal and can reform to kingdoms. (some in traditional way, other by forming a kingdom, liek kingdom of merina) kingdom of madagascar can be formed (in public relations and outside of teh world the kingdom of merina later called itself an was called kingdom of madagasca)

Africa in general needs some detail and flavor. Since both halves of Americas have reseived a fair amount of love and Asia is in pretty good shape, I'd think that "African expansion" might be coming sometimes soon.

Well Britain has 22 provinces (not counting the Western Isles and Orkney), Borneo has 15 (plus a wasteland in the middle), Sumatra has 16 (again not counting the small side-islands), Honshu has 20...

I think 6-9 provinces wouldn't be quite enough for Madagascar. Because since it's a pretty isolated place there needs to be enough provinces and nations to provide engaging gameplay within the island, and you don't wan't players to unite the island too fast then have nothing to do until they can explore. 15 tags may be a bit too much but 1-3 tags wouldn't be enough to provide an interesting experience imo.

You have Kilwa, Sofala, and Mutapa next door to make things interesting, if the 1 - 3 tags on Madagascar aren't enough. Other than Honshu, all the islands you mentioned have 1 - 3 tags as well.

How about ~12 -15 provinces and around 6 tags?

Totally arbitrary - I thought I'd just make a suggestion in the only sensible region people don't seem to have suggested yet?

Sumatra has straits that let you walk to Malacca and Java though. Britain has a strait to Ireland, and its nations are western so it's quicker to get things like exploration going.

But I guess a 2-3 tag Madagascar would be pretty similar to Borneo indeed. One tag would really be too few though, because it means you've got nothing to do before you're in a position to invade Kilwa or get a colonisation idea.
