Where do machine parts come from before the development of machine parts factories?

I think UK starts with some machine parts factories but I´m not sure.

In the 1836 scenario ("Grand Campaign"), no nation starts with the tech to build a machine tools factory. This requires the invention Precision Work, which requires the industrial tech Interchangeable Parts. The UK however starts with the only such factory on the planet, located in London. You can also get a total of 30 machine parts from three different industrial techs and one invention:

Publishing Industry: 5
Mechanical Production: 5
Interchangeable Parts: 10
