Almost. Other way round though. You research techs and inventions fire. Note that precision works cannot fire untill 1850, so you may have to wait a bit.

That's the one. At the Techtionary you'll see when inventions can start to fire, but there's no guarentee as to when they actually will do so. However, when an invention passes its' deathdate, it starts to get very likely to trigger (tho' I don't know how likely "very likely" is).

I think events have a 100% chance to fire on their deathdate.

(On a different note; a bad flu, winter vacation in a cabin in the mountains (= no Internet) and heavy workload does make its' impact on posting frequencies )
