Once GM is informed and acceptes it others can know it too, else it should only be between the would be agressors. This will ensure suprise wars still. But before every war and I mean every war, I expect to see some RP, e.g. no greed dows just cause spain is occupied fighting france, and england decides now is the time to snatch the mexico cot.
That's exactly what I am talking about. In this example England should be mentioning this COT for a while, it should be known to Spain that England is more enemy than neutral, and to all others at least that England and Spain are not friendly countries.
And when Spain becommes occupied, England should give her ultimatum or something, but give her time to decide what to do, before actual DOW. There were no surprise wars, preparations were long and visible.
And while we are talking about that, besides English main historical enemies France and Holland (apart from the breef period - an unfortunate and unsuccesful experiment) under William III of Nassau, Sweden owning Malacca would be not a friendly nation to start with.
On the other hand, it is probably clear to all now that English and Portuguese secret diplomacy was for a few decades deceiving Holland and France and made them believe we were enemies on the brink of war. Some other interested parties were, naturally, informed about the true status of our mutual relations.
With Denmark England wishes only good relations and cooperation.
