It's high time to use our goverment's bonus. Consolidation sounds great: you could earn a lot of money through trade (and use this nice bonus your government give), spend some on colonization and, again

, fleet. Hopefuly fleet won't cost us manpower, thus allowing to (eventually) weaken one of our rivals without too big losses.

Well, look at map. We call this world 'Mediterraean' becouse it was centered around sea. Sea gives plenty of oportunities for expansion and gives security to Macedonia. All those barbarian provinces are very poor and will take significant investments to colonize and keep away from barbarians. Macedonia is the weakest of great powers - you see how costly was to go to war against Illyria. We aren't prepared to face Rome/Carthage/Seleucids. Improving wealth/powerbase is necessary if King is to succeed.
Last, but not least, hegemony over sea was very important during Rome's timeline. Rome's sea supremacy allowed it to contain Hannibal, defeat Macedonia (202-197 BC) and cut of Mithrydates's forces in Greece (88 BC), not mentioning many other cases.
