Thanks. I will try to look at this asap.
In the mean time could you try disable all sounds and music?
Try to disable all options in mapRenderingOptions (see your settings.txt in Documents\Paradox Interactive\Europa Universalis IV)

Change yes to no. Don't do it on draw_terrain.
