Is it expected or should be considered a bug? I haven't heard anything about this change...

Interesting. Doesn't It kinda make Sense through?
Debatable. From flavour point of view? Maybe. From gameplay? Never mentioned anywhere. From balance? Not really - it is already too easy to get in comparison to renaissance, thus has much less of an impact on the gamestate - it shouldn't be even less impactful imo.

From https://eu4.paradoxwikis.com/Institutions#Global_Trade: a province will automatically gain progress towards global trade if it is a level 2 or level 3 center of trade (with level 3 spreading faster). Since level 3 centers of trade tend to have high development as well, they can get it quite fast. From what I can tell from the wiki revisions, provinces being centers of trade has been a factor since the introduction of institutions, as you can see on the wiki page from right after Rights of Man (October 2016): https://eu4.paradoxwikis.com/index.php?title=Institutions&oldid=79496#Global_Trade. The current set of modifiers seems to have been added with the rework of center of trade levels in Dharma (September 2018): https://eu4.paradoxwikis.com/index.php?title=Institutions&oldid=105785.

When I noticed this, it was just 4 years after the spawn of institution. By this logic, spread should have been something like +2 per month. It's impossible (well, maybe very well possible after all...) even with all the modifiers. Playing ironman so I cannot rollback to earlier save, so will have to keep an eye on this for next playthrough

Global Trade spread reasons which a lv 3 Center of Trade is likely to have:
- Is a Lv 3 Center of Trade (speed scaling with development)
- Has embraced Printing Press
- Has at least 15 trade power
- Has at least 25 trade power
- Has at least 35 trade power
- Has at least 45 trade power

And then factor in that Lv 3 Centers of Trade have +30% Institution Spread to boost it all up.

Yea 4 years is easy for this institution, it spreads much faster than something like colonialism which is the slowest institution.

Hmm...sounds legit now, tbh... It is still busted tho - that's just too fast imo o_O
