Lvl 1 infra makes the island hopping campaign a real hell for Japan... At least if you try to invade the islands owned by Netherlands and Australia. Some islands can't even be completely invaded, because of a batch of lvl 1 infra provinces. Also, makes invasion of Australia just like invading a bunch of islands, because when you take one port, you cannot go far without being trapped by lvl 1 infra. Then you have to go back and invade a new port... then again and again and again. Just... awful. There should be some sense in the amount of lvl 1 infra, Maybe lvl 1 infra areas should just have like an attrition x5 or something, or maybe there shouldn't be as much lvl 1 infra. I hate it when you're going for total conquest, you cannot have some islands because of all those low infra areas.

you know, total conquest is not always a good thing
by having lvl 1 infra it decreases the base where your enemy can save their troops and invade you

it also decreases the target you need to seize and limiting your opponents movement

so its not all that bad

I believe there is exactly 0 provinces with level 1 infrastructure AND Victory Points. So you'll eventually get those islands when the enemy is annexed, but this might cause some problems with Netherlands, given how they are invaded by Germans. If you just grab all their VPs, then Germany gets to annex them. Whoever controls most provinces from a nation, gets to annex (VPs just determine when nation surrenders, number of controlled provinces determines who a nation surrenders to).

yes, it decreases the target, but if you've got an island that has been divided to 3-4 parts by too low infra, it gets very annoying, because you have to do 4 amphibious assaults, and then leave from 4 different ports.

When an island is divided to 4 parts by impassable terrain, it is exactly same as if there were 4 smaller islands instead of that 1 big divided one. Except that with impassable terrain it's harder to see the paths you have to use.

i don't see any problem here
ignore those island you can't take, no problem at all because no army can be deployed there

Also, forgot to add that now Norway holds no strategic purpose for Germany, since it's not even really connected to Finland or Soviet Union (lots of lvl 1 infra in the between, not a real land connection there), so instead of Norway you have to invade Sweden, but now that you've taken Sweden, you also have to take Norway, because otherwise you'd have no control over the coast of Norway, and who knows what kind of army would enter through there.

None, if they are neutral. Anyway, the reason for Norway's invasion was not to be able to move units through to the SU or Finland but to secure the port of Narvik. Which is not represented in the game (I mean the need to secure that port, not the port itself), so you can safely leave Norway as they are...

Maybe. I do see issues with it. Let's say I have a marsh province with a level 10 infrastructure. That implies tons of roads, bridges and train tracks. I can easily move things through it but the marsh terrain means I have problems fighting in it. Compare that to an open plain with zero roads etc. Tanks can easily fight in it but trucks etc. would have a major issue moving through it. I think the dev's just decided that make some places level one and that means you just can't enter it period to move or fight in. Yes it is an abstraction but a good one especially if supply tankes it into account and routes around it. I will need to chack that out in a game.

Infrastructure could lower the penalty given by terrain.
