During the stream some of the testers that are meant for AI behavior mentioned they did not recommend Luxembourg. They mentioned they [Daniel, Jake, Zeke] hadn't tried it for awhile. I understand why. Luxembourg really needs it's events and tree re-scripted entirely. I understand they aren't a major but I'm just going to state there are MAJOR exploits that can ruin the game.
Why am I mentioning them? Logically I concluded it would be more fun to play a balanced Luxembourg rather then only being able to select one modifier on an event.
-Luxembourg is a easy country to play and start to learn a lot of things about the game without a lot of major pressure for a few years without a ton of power so that I can run through various principles game in say an hour instead of 3 for a Major.
Bugs and Exploits
Luxembourg can't have a civil war therefore events tying to a civil war are irrelevant 90% of the time. Civil wars depend on who's the ruling party. Ruling parties can have 0% but still be the ruling party due to the event modifier 'artificially' increasing the stat. The AI is not stupid so it knows that this is temporary due to an increase due to the one facism event modifier.
How this happened.
I selected the facist advisor
Then I had a majority party but couldn't get the national focus to change at the time because I had one other focus running. I then had a debut of 30% and then it slowly rose to 100. I tried getting the political focus in order to change circumventing the system with a focus but that didn't work after having a majority.
When selecting the event
"Let the people choose to rise" -reign of terror effect
or let the people choose. with the first option only somehow gets it into an endless loop with the first option only being selectable?
In theory I can spam events without any of the negative effects really harming small countries.
Trying to play Luxembourg also has further problems like I realized that despite the gov' being democracy it's being run by 100% facist. Now let's say I'm trying to buddy buddy with Germany so I don't get conquered. They still see my gov' as non-facist and there's a -10% modifier.
When trying to create borders the AI's will see Luxembourg arming itself and armistices have no effect whatsoever. IE-Luxembourg arms itself sharing a border with 3 other powers they also start arming their borders. Since Luxembourg shares only one border with each country having the pre-req as 200%, 100% of forces along the border means that trying to have an armistice is not equal to another country in the game that has more territories. (Not necessarily a bug but it can be exploited in multiplayer.)
Anyway this is a problem if the gov't is based on the ruling party which isn't based on popularity?
I had one about infrastructure but I wasn't sure about it being a bug or the consequence of choosing Luxembourg.
