I'm slightly confused with all that civil war-loyalty thing. Playing as Carthage I have a great general with 9 at mart. and char. , tons of loyal cohorts, 100% popularity and very low loyalty towars my leader. I was somehow excited at the prospect of civil war brewing and all the possible options to prevent it. But then election came and my general was simply elected as a new leader of Carthage (since he was way more popular than a current leader). Does that mean, that you practicaly can't get a civil war in a republic?
