Getting 8k prestige is something you can do...when you are so huge that you probably can create few normal empires by yourself.
Custom kingdoms and empires are something inferior to normal kingdoms and empires. When you own de jure kingdom, nobody can attack you, because he has de jure claim on your land (unless he is emperor and you are his de jure vassal). You can even attack other people who are in your de jure kingdom, because they are supposed to be your vassals. Meanwhile, if you create custom kingdom, you need to own duchy completely to make it de jure yours and safe from other kings who want it, because it is theirs. Same goes for empires. It is even harder, as you need to own whole kingdom, not just duchy. By becoming normal emperor, you strengthen your position and game becomes easier for you. By becoming emperor of custom empire, you only start process of securing your land.
So, it is quite strange that you need to gather such huge amounts of prestige. There is not a problem with number of kingdoms/size of your realm, or even gold. You can get those and is is nice challenge. But to get 8000 prestige, well, that´s really hard and you need to start as young ruler and spend decades feasting, hunting, making fairs, tourneys and marying your daughters to kings and emperors.
I suggest lowering prestige price on half. 4k prestige is not something you get without effort, but it is something that you can get even when you aren´t absurdly large or become king as 2 years old and live until your 60.

Two points here:
1/ There is a mod on steam that does precisely that.

2/ The problem of Custom Realms, as you already mentioned, is that they are basically useless currently, because the current De Jure system is illogical. What should be done is not making pay less prestige for a useless decision, it should be reforming the system in order to have a useful and interesting decision. And that's precisely what this other thread is suggesting, go vote for it ;)

That being said, your argument about the specific amount of 8K being too much is valid, so even in an hypothetical new system, it should probably be lower too.
