Hello,

I'm the emperor as Bavaria, I managed to vassalize lots of OPMs including electors plus Brandenburg. Everything seems to be working. All HRE members have at least +5 diplo-relation per year, monarch-vassals has more (military access, trade agrement, garantees, neighboors at peace, marriage, vassal/overlord etc etc). The problem is that I can't pass reforms because everyone in the empire decrease somehow their relations with me. And I have not enough diplomats to gift back as a compensation of these drops. I have sphered a lot, next sphering is about 50 prestige.

What can I do ? Did I miss something in the wiki or a hidden tooltip? Just bad luck with AI mtth events ?

Declaring war on anyone in the Empire reduces relations with all members of the empire by 25. Annexing a vassal (even outside the empire) reduces relations with all vassals by 100. Plus there are events that will fire for one side and not the other which may reduce individual relations.

The problem with reforms is its done as a vote by all members and not just the electors. Get royal marriages everywhere you can and sphere everything possible, an increased diplomacy skill is the single biggest boon for the reforms.

I think you have high infamy! Hover your relations to read the causes of the decreasing relations. Reduce BB as low as you can!

I always hire an ambassador to the HRE metagame!

Answer calls, convert members, maybe raise imperial authority to 100 before pass reform.
