You can edit the terrain types in the province.csv file to change land provinces to sea and vice versa. Then edit any references to those provinces in the scenario_countries, scenario_titles and scenario_provinces files. You can make a playable modified map this way, but certain provinces seem to be problematic. For example I found if Byzantion was changed to a sea province I got a CTD every game.

I stopped working on the mod a little over a year ago. It was mainly due to lack of time, but also just because of the difficulty involved in making and testing a major mod for CK. When I left off most of the map, characters and titles were finished as well as some new traits, improvements and events. However even unmodified CK was very prone to crashing, and I was spending far more time trying to track down the cause of CTDs than actually adding to the mod. At some point the frustration level just took the fun out of working on it.
Oddly enough, I just recently reinstalled and began playing CK again after seeing the 1.05 patch was available. I've been enjoying the game again with far fewer crashes in the new version. I still have all the files from the first age of middlearth mod and unzipped them to look at again.
I don't know how active the CK players/modders are these days but if there is any interest I can find a place to host the files. If anyone is willing to try it out and do some testing, I would be willing to make additional fixes and additions to the mod.
Currently there is a recurring CTD early in the scenario, probably caused by an error with a title or province. (Which is even more frustrating since at once point I was running test games over 100 years without crashes). If the crashes could be cleared up, it would not take much additional work to clean it up and have a fully playable mod.
