Lothos Mod?

I'm trying to download Lothos mod, but I'm a bit confused. Is it a mod to be installed over the CORE mod? Where can I find the latest version?

It is a stand a alone MOD it only requires HoI with patch 1.06. Pick Pack 0411 is optional you only need it if you want pictures for the leaders. It can be download from various places you can get the links from the Super AI Bundle forum on the website.
