Actually all the game is about usurpation, the nightmare of every good aristocrat. Also in europe and in other part of the world, during that age, borders were drawn by inheritance and marriage, you have to deal with jurisdiction and with legitimacy. Instead in the game you eat lands like ignoring all these elements, well is a game and I can understand, but in my opinion an hit legitimacy should happen to rapresent that aspect.

So:

-If you conquer a land without a claim you don't suffer a legitimacy loss
-if you annex a country without having a clam everywhere you have the loss
-you have a legitimacy loss tickling unless you core a province

Something similar could be used also to legitimize rule of a republic in lands that are not their capital\home.

-you have a legitimacy loss tickling unless you core a province
This is already true for unlawful territory in HRE. In fact, the whole mechanic of unlawful territory encourages slow and steady expansion, if it's introduced everywhere then HRE territory is no different from normal, and we have France, Poland/PLC, Sweden, etc. each taking a sizeable piece of the German minors each war, rather than single provinces.

Further, it would also hurt Muscovy dramatically, they do gain claims on Novgorod, Kazan, GH, Crimea et al, but it's a grab of more than a handful piss-poor provinces that have to be cored, in ~2 turns for each of the countries, it could easily result in a ~20 legitimacy loss from passive ticks (at HRE unlawful territory rates) each time.

It would also hurt Qing - which AI seems to rarely form, but as a player you'll notice, that sure, you have claims on the entire China Proper region, and Ming has 50% autonomy which makes taking provinces from them realy cheap in terms of warscore (even more so with regard to their size reducing it too), but that results in massive (almost overwhelming) overextension. It's easy to take 300% OE and then some, and you won't even have a significant portion of the region in your hands. the rest of the game is a truce and AE/Coalition madness in China if you continue that way.

Besides, there is already +RR from overextension and from nationalism.

This proposal offers more waiting (all practical means of Legitimacy recovery outside the Civil War disaster consist of "sit around doing nothing") without offering anything to make up for the waiting.
