Hi. I hadn't played the game for a couple of years till this week. Have I missed something as I am no longer able to research elite units at all. The only elite units in the game are those various countries start with at the start of a scenario. For example, Germany has paratroopers in '39 but not '36, and there is no research tree to allow you to produce them. Was there a mod or patch that caused this that I've missed. Thanks in advance for any help.

Special forces (that is the lingo) are found in the infantry research ledger, to the bottom, below motorized stuff. There are paras, mountaineers and marines and passive buff techs.
Produced by creating/changing templates in the production ledger.

There is also now a limit of how many "Special Forces" - (marine, para, mountain) battalions you can train. It is set as a percentage (5% IIRC) of the "regular" battalions you have. The cap can also be raised by investing in SF Techs, again at the bottom of the Infantry Tech window.

So to get SF divisions:
1 - research marine/paratrooper/mountain technologies.
2 - upgrade/add to SF division templates the tech releases.
3 - train the divisions.

If you cannot train enough SF divisions, you can:
1 - research more SF Techs that raise the 'cap'.
2 - Train more 'regular' divisions, thus raising the cap a little.

If you are talking about the ^^^ up-arrows that gives a unit higher priority for equipment it is in the Division Designer.
