Pretty much as the title says. Ticks could be negative prestige, negative legitimacy and negative stability. This way, a poorly run Ming would be far more likely to collapse, whilst a well maintained empire wouldn't fall apart simply due to some RNG.

It's two triggered modifiers, Mandate of Heavem is on when conditions are met, and the opposite is on when they're not.

It's terrible right now because there isn't much you can do besides praying for a Strong heir+your current ruler dying, or years/decades of rebel fighting and nasty events until you get 60 legitimacy. Not cool.
