Losing instead of gaining resources

I am playing a 1.06c with Core .91 applied game, I am Germany, I have captured all of Indochina and Indonesia, my rubber shows I produce 734.6 per day and only use 543.2 per day, but for some reason, I am constantly losing the resource, at approx. 190 per day, I should be gaining that much, not losing.
Help!

Do you have a few hundred transports convoying that rubber back to Germany? It should show up in the resource ledger page. Also, you should ask about CORE in the CORE 0.91 discussion thread (or on the CORE forum at hoi.coremod.org).
