There is a penalty for trade embargoe already and thus its difficult to exploit them.

I dont see how this discriminates against the 'so called' trading nations. At the moment those nations are *likely* to have a higher amount of merchants and thus would considerably benefit from this rule as the markets would be more competitive.

I am currently watching in my own game this strategy and it removes the competitiveness in trade and doesnt allow for change.

Well.... Next patch might make this a tad bit more difficult, as the current test version gives a -1% on trade efficiency for each trade agreement a nation has.
