Looking for working mod to increase max hero level on empire mode

I play on Empire mode, I'm looking for a mod that increases max hero level on empire mode above 20, I tried multiple mods so far, but none has worked so far.

I tried one to increase skill points and max level, it increases skill points, but does not increase max level.

Anyone know of a mod like that that is currently working?

If someone knows how to do it and willing to explain I could do a mod like that myself.

I'd imagine the mod to do that would be reasonably small, maybe a couple settings, I just don't know where to change it so that it works in empire mode.

I just made a quick check while i responded to your message, but do not found a parameter to change this...

On the ressource editor file :
D:\Age of Wonders Planetfall\Content\DLC05\Packs\GalacticEmpire (or where you installed the game)
Definitions_GalacticEmpire.rpk
Open "Setting"
Player Empire - Global Settings
There are some heroes parameters, but not a max level.

Perhaps the level max is for all the game ? not sure...
Perhaps it to be check on
D:\Age of Wonders Planetfall\Content\Title\Packs... ?
