I got a decent problem - my vice kings are tend to give away all their land, creating new vassals, what is leaving the with single landed title.
I'll try to describe the situation - i am playing Byzantium in pure vanilla 3.0, and my country is divided in vicekingdoms, which are divided in minor viceroyalties. My goal is to keep them at their dejure state. But then i saw some of my vice kings having single land fief.

So, I had to revoke it all back, or kill these new people to make it look like I want. But my efforts were literally futile - they keep splitting all over. I have to tell this wasn't single occurrence, it wasn't in only one game and it's not dependent on some trait. it can be prevented by giving to viceroy only one viceduchy and lands, belonging to it. But when some other viceduke inside his realm dies and his title passes to him, he(or she) becomes most charitable person in that world and gives away all his land(but not the duchy title, I noticed).
So, I humbly ask any people or devs to help me out how to fix this or at least to make this clear for me, because such behavior definitely is not what i expect from this great game.

maybe u need disable vassal war, and vice ducky of Imperial administration.
the vice king only give back to you the 'kingdom title' when he/she die.
and others title they only give back to you when they don't have heir.
the ducky and country title they will grant to others as the normal king.
some ruler prefer to keep lands, some rulers only keep 1 land, or they buy favor from npc councilor...
so you need to make the lower title clean and clear as you want at first, disable the vassal war, then give the vice to some ppl.
or just let the vice king do what they want to.
I just keep some core land and let them inter fight to have fun.

I have only external wars, both vice duchies and imperial administration (Byzantium got it at very start).
As i said im my head post, my realm exept my own fief are divided by vice kingdoms, which consists vice duchies - when old exarch ( greek vice king) dies, i appoint best or biggest strategos as new exarch. The problem is that when any strategos dies, exarch does not give theme title to his successor, while splitting his own land between new vassals. It has been repeated with every person in my every game, so I heavily doubt that this somehow depends on AI's preferences.
And again, i said that my goal is to keep them in perfect de jure state, when exarch have all de jure land under his theme, and so does all strategoi, not let them do "what they want to".
Or to hear that this is not possible and why.

Actually, i would love to hear at least any reason why did AI behaves like this. Maybe somebody have experienced any kind of such situations?
P.S. Won't that counties under vicekingdom be gavelkind? That means they will be divided once again. Screw feudal.

I suspect that's the issue.

When you have a duke-to-be over whom you can't yet set a viceroy, make him a strategos. Once you can assign a viceroy to the area, revoke the duchy titles of all the strategoi who will be included in the kingdom and redistribute them as feudal duchies, then create the viceroy above them. Remember, once the viceroyalty is created, these are no longer the emperor's direct vassals, so their opinion of the emperor's policies doesn't matter.

They may have Gavelkind, but they will switch to Primogeniture as soon as they can. You have Imperial Administration, so they just need to rule for 10 years and have positive relationship with all vassals. If you choose to make dukes with good Diplomacy or who have traits like Just and Brave this should not be a problem. Also, if a duke has all the counties, he will have no vassal counts, so that makes things easier.
