The Steam sale is here and Stellaris is a pretty good price. Is it worth buying just the base game or do I need to buy Leviathans too? I'm hoping I can enjoy the base game and get DLC at a later date (Leviathans isn't on sale).

Leviathans isent a game changer. The Enclaves are more or less a minerals into energy converter(and vice versa) plus some happiness buildings and influence gaining events.
And the leviathans are a bit to easy to defeat and not always as rewarding as the enigmatic fortress (most rewarding guardian).
War in heaven is a two edged sword.

So to grasp what Stellaris is, the main game is sufficent enough. Buy it while its 60% off.
If you dont like the main game Leviathans most probably wont change your opinion.
