The generally available NTL-mod (listed in the stickied Downloads thread in the main HoI2 forum) might very well work with CORE, but it's not something I have tested myself nor anything CORE will support at any point in time. Try it at your own risk. 
(There's no particular reason, as far as I know, why it wouldn't work with CORE specifically - but without testing I couldn't say either way)
