I won't give 1 precious prov to territories with an extension under 1000kmq; here are some examples just to be serious:
Lakhadives with 32 kmq absent
Bermudas with 59 kmq absent
Channel Isles with 200 kmq absent
Elba with 226 kmq merged with Maremma prov
Maldives with 300 kmq absent
Malta with 316 kmq merged with Messina prov
Wight with 380 kmq merged with Sussex prov
St. Helens with 410 kmq absent
Seychelles with 455 kmq absent
Man with 572 kmq merged with Lancashire prov
Bahrein with 662 kmq merged with Qatar prov
Anglesey with 676 kmq merged with Gwynedd prov
Madeira with 900 kmq merged with Canarias prov
Some of these islands were important in history, so I really don't like your approach even though I understand the line has to be drawn somewhere.
And rather than merge, remove them completely, as merging e.g. Malta with Sicily or Madeira with the Canaries makes about as much sense as merging Japan with Korea or England with France.
The islands I would personally keep on a map are Malta, Bahrein, the Seychelles, the Maldives and Madeira.
