The issue is discussed in this thread in great detail, I have nothing to add to it.

You get long reign opinion bonus based on your VASSALS dynasty level, not yours.

Steps to reproduce​

Play a Karling ruler for a while (their dynasty is 'reputable' with maximum long reign bonus being +25 at the start of the game) and check long reign opinion, maximum you will get is +10-15, because it's based on your vassals splendor.
