Couple questions about the "Long Period of Peace" modifier.

a) It gives the populists a 20% bonus to political attraction. It seems like this should be a militarist party bonus...what is the logic here?

b) It also seems to appear instantly after war. (For example after a I completed a (civil) war, the modifier was active almost immediately.) Again is this a broken game function?


As it is, it seems the only way to to avoid this is to be in nearly constant war.....

Historicaly, a war tended to unite the citizenry under a patriotic banner, so that they didn't have time to waste with other, insignificant matters, like land reform or the expansion of political rights. Populist agitators were easily branded as enemies to the people. Only when the war took long enough without resolution, could one start questioning its original purpose (i.e. war exhaustion also favours the populists).
That's the historical perspective. From a game balance point of you, you have a point. It's evident in any case that the military faction receives almost no modifiers, and that the populists seem to gain influence no matter what. While the latter keeps the player on their toes, it doesn't help that their eventual rise to power has only negative consequences.
