I am currently playing a game as USA where Germany declared war on Republican Spain and conquered it. After I took it back, I went to liberate it and one of the country options it gave me create was Euskadi.

Makes sense, seeing how that is the Basque country, represented by the province of Bilbao in this game.

I almost liberated them myself in my current game. As Germany I invaded Rep-held Northern Spain to aid my allies, the Nats. Then I figured that depriving my partners of a province would be counterproductive and held it until they took over, after annexing the Reps.
