...it would help a lot if they made the two army/navel reforms pull in the same direction....its ok for a human to go naval but an ai controlled ottoman would just go nowhere being a naval nation.

If I don’t play as a nearby country, the Ottomans usually end up taking most of modern Turkey, the balkans, and much of Hungary, among other things.
