...and this means that as a Kurland player you can't convert the culture of either of your Old Prussian provinces EVER, because they can't be culture-switched as long as Kurland exists as a nation.

Can we get rid of this ridiculous "can't change culture" mechanic now? Please? Or at least have any dev finally answer why it was added in the first place?

Well, one or the other is a bug. If the first is NOT a bug and it's not supposed to change your primary culture, there's no nation of that primary culture that exists, yeah?

They're both bugs IMO. It's odd that you can't convert an unaccepted culture to your own primary culture because you exist. If a primary nation swaps cultures it should lose that status.

Looks more like it was an intended undocumented change that wasn't thoroughly tested.

I doubt it was intended, considering that a large part of the point of Kurland is that you become Old Prussian.
So you're telling me that they opened the file that contains the decision for forming Kurland (and only that 1 decision) and accidentally removed the 2 lines that changed the primary culture to Old Prussian and added Prussian as an accepted culture?

So if I'm France and change my primary culture to English, you're saying that I can convert Cosmopolitan to English culture? If this is a bug for Kurland, I imagine that would be a bug as well.
(using France and England as an example since they're primary cultures that are easily recognized. The same could apply anywhere you can change culture and you're the primary nation for a culture though)

You can't, except for Cosmo stuff that's overseas.

Mewar drifting out of Rajput can't culture convert Rajput, Morocco drifting to Egyptian can't convert Moroccan (without a tag switch anyway), Muscovy can't convert Russian to something else, etc.

In most cases, it's a bad idea to drift culture unless you plan on forming something which would then alter your tag, but a few like the old Prussian example that's not the case.
