One of the major weaknesses of the HoI family of games (except 3 and AoD) has been the logistical model, which is way too forgiving.
A simple and rather brutal solution would be to have land units automatically go out of supply, including oil, if their ESE is too low (for ex. 45% for Militia and commandos to 65% for Armor, and up to 80% for ARM-SHARM), with stacks containing different division configurations (such as CAV-ENG + ARM-HARM + MOT-AC).
As an extension to the system, modifiers could be applied to it - the Chinese would need an innate -10 or so on the cutoff, and maybe there could be another -10 available to infantry (including militia, garrisons and commandos) by event to a country which has 1940 logistics and any two specialized inf equipment techs, and -10 for mobile units for countries with '40 logistics and any two specialized vehicle adaptation techs.
