... makes the Pacific war nearly impossible. Japan cannot mount a serious threat against the US mainland because of it. And vice-versa I suppose. The logistics penalty should be capped to 50 or something. I played an MP game yesterday as Japan, where the US abandoned the Pacific, but couldn't be made to pay the price. A Japanese landing in Panama fought at 1% efficiency with an over 150% logistics penalty even though I used what I thought was the most far out Japanese Pacific island as the base. The penalty should be there but has to be tweaked/capped.

Maybe you are right. You could also DoW some small central american state, annex it and voilà, you'll have a nearer base. I did it almost always in 1.05c when I found an unguarded beach or a beach with 1 division. Bomb and unload lots of marines there.

You could also ask for military access to Mexico.

Annexing a small latin american state to have a nearer base was the idea. Unfortunately if they have one unit in the province you are cooked. My super-duper marines couldn't handle one useless infantry from Panama. Your only hope is then planes, but if the weather is bad you are not going anywhere either (and it can stay that way for months). What makes matters worse is that the weather desynch bug is still present in 1.06 MP, so if you aren't host you cannot be sure what the weather is like. And what sort of surprise attack is it if one has to ask the host (who, in this case was on the Allied side) "excuse me, what's the weather like in Panama?".

House rules do not allow us to attack through a country that gave us military access as this is viewed as an exploit.

In 1.05c there as no logistics penalty so this sort of stuff was easy. I think the logistics penalty is great and should stay, but should be tweaked a bit for the Pacific War.
