Planet carrying capacity is empty housing + pops
When pop occupy not 1.0 housing, the planetary carrying capacity is not total housing.
E=0.125
It’s not always 1(H-x*1)+x
x = pops
(H-x*1) =empty housing
I believe E is ingame slider with is 1.5 by default.

E is constant 0.125 and is not affected by in game slider. 4.5 is the one controlled by in game slider. 4.5 = 3*1.5
Fertile, balance in the middle resolution, aquatics, slaves (base housing 0.5).1 is pop with no modifiers to housing usage.
0.9 is pop with Communal trait
0.8 is pop with Communal + Adaptability tradition unlocked
