My suggestion, and I have seen this before, is that when a multiplayer match is started have an option where each player sets a password for their own nation so that one can not load into a game as that nation without the password preventing players from easily loading into a copy of the save and "spying" on eachother.
I think this is a step down the path where paradox has already been going where games are made with multiplayer in mind.
Yes in a perfect world the honor system will do but as unnessesary as it is to point out the world isn't perfect and it would give larger multiplayer games a better experience.
And yes a dedicated cheater could poke around the save file and find out information that they wouldn't have available to them in the game howver making it harder to cheat would minimize the effect significantly.
