Locked levies

The raise levy button of some vassals stayed greyed even though they have levies, they adore me, and their troops are not already raised.

It can affect Counts, Dukes, or Kings. Giving the title to someone else can solve the issue. Giving the same vassal another title will lock the levies of the new title.

Still happens after 1.07b. Right now the only way to fix the issue is to revoke the titles and give them to someone else. I guess I'll have to excommunicate them and hope they rebel when I try to imprison them (thank you, low state intrigue!).

Hmm, I dealt with the King of Serbia, and afterward I noticed the other "locked" vassals (Doux of Samos and Count of Theodosia) are unlocked as well. Weird. Would it have unlocked anyway even without replacing the Despot of Serbia if I had waited longer? I would have avoided the -40 from revoking a King title and the capital of Serbia no longer being on the coast. Oh well.
