"I'll get the paperwork sent to the lawyer, and place your dinner order. Someone else will assist with transcibing the evidence you will be so kindly providing. I drop by again near the end of the agreed month."
Loic notes down the dinner order, and waits for 'Rio' to be taken back to his cell. He revisits the supervisor and repeats the instructions about not allowing Rio to interact with any other prisoners, and that guards should avoid discussing anything current in his presence.
"He can use the weight room only if there is no other prisoner there at the time. He appears to be ready to cooperate, but he is still an escape risk and still very dangerous. He has the resources to corrupt someone who could be tempted, so don't give him the opportunity to do so. Always have two guards when one would do, and ones that are not pals."
Loic then sets the procedures in motion to get copies of the immunity deal approved by the Commission of Justice to lawyer 'Rio' named, and sends a report to the Commission of Justice about what had happened. He gives instructions that the suit be delivered to the tailor that Napier had recommended, to be taken completely apart, inspected by FLEA, and then re-sewn before being returned to 'Senor Rio'. As he leaves he says to himself,
"I think I can provide him with the Sunday funnies three days late from a different newspaper every week."

President and MTIA Loic de Fourgéres identifies himself and asks to meet, through usual armored glass partition, the materiel witness known as Francisco Rio. When he appears on the opposite Loic begins to speak.

“I hear from our people that you have been living up to your part of bargain. The information regarding people and events here in the United Provinces of Eutopia that we have been able to check out so far have proved accurate. The remaining loose ends here should be tied up within a week, so if that proves as reliable as the previous parts, you will then be on your way.

You are looking well, so it seems that conditions you have had to endure have not been too bad, excepting of course the loss of freedom, for which there is really no substitute, I know. You had originally asked to be extradited to Cuba, where you expected Felix Castor to ‘terminate you with extreme prejudice’. Yet, the information you provided…”

Loic refers to a summary, and reads…
…he maintains that he was rogue and that the Cuban government/Castor had nothing to do with his actions...named no other countries or organizations...said the Tropicano was carrying weapons and equipment from shady suppliers within Cuba (again, not backed by the government, but rather by personal contacts of his)…

“…does not point a finger at Presidente Castor. That is either because he or his government (which are really the same thing) were really not involved, or you wanted to protect him, for some reason. This is not a matter that impacts our agreement. Thanks to your evidence and some other breaks we should be able to root out the Friends of Durruti here. I don’t think that they were that deeply rooted, anyway. The climate here may give rise to mayhem and chaos, but it is not fertile ground for revolution. You found that yourself, trying to keep Dank’s mindless minions in line. Thus, as I said before, if the last parts check out as the first have done, you will have fulfilled your part of the bargain, and so the UPE will honor its side of the responsibilities.

As I said last time, we had both help and luck in capturing you. The country that helped us had some luck as well, or rather there was either a lack of skill or overconfidence, not on your part, but of some that you interacted with before arriving here, which helped them find out about you. Please listen to this…”

Loic pulls out a small tape recorder and plays a short stretch of a conversation, stops it, pops out the tape and puts another tape in and plays a bit of another conversation on that tape, apparently between the same two people.

“They tell me these are conversations between you and Felix Castor. I have heard you speak and I have seen the Cuban president speak on the news, so to my untrained ear, it could be true. They also could be fabrications, so they are useless in trying to pin anything on him or his government. But, if they are genuine, you would know, as you participated in the conversation. Thus, the reason you are here, and could be going back to Cuba in disgrace, is because he screwed up. If this makes you change your mind about your intended destination, please let me know. You don’t have to decide today. You can’t be permitted to wander freely around Eutopia, and you shouldn’t plan on ever coming back to this island, but if you were to want to go to Syria or Columbia or some other country instead of Cuba, that could certainly be arranged. If you want to change what you said about Castor’s or Cuba’s involvement, we would be delighted to note it down. You certainly don’t have to.

If you were however, we might want to strike another bargain with you. In many ways, Cuba is now much more ripe for a revolution than most of the countries that Cuban exported revolutionaries have targeted over the years. Not the counter-revolution that the senior citizens in Little Havana section of Miami might want to bring about, but something different. Castor has been in charge for decades. At the beginning he was something special, looking out for the peoples’ interests against the aristocracy, but now isn’t he just looking out for himself? And, who will succeed him? His brother? Some previously unacknowledged son? Or, perhaps you? From what I hear, you have the skills. You would need some resources, and at the right time, some military backing. Maybe there is someone else who has a better chance, that you would prefer to back. We couldn’t do as much if that were the case, but if you wanted to go for the prize, it would be worth discussing. You needn’t make up your mind right away.”

Rio's expression is calm and nearly blank for most of the conversation, his little half-smile present for much of the time, but when Loic alludes to backing him in a bid for Presidente of Cuba, his eyebrows nearly lunge up off his face. He leans forward in his seat and cocks his head to one side. "I may be interested in the prize you mention...you have my attention, please, tell me more. What exactly are you proposing or willing to do?"

As I indicated, it is all based on the assumption that Felix Castor was behind the decision for what you have thus far called rogue or shady Cuban support for the attempted radical socialist revolution here. If he was involved, then working for regime change there is our only appropriate response. Our military is currently in no fit state to relatiate, and if it were, that would only kill some of the Cuban people who are already living in a tropical prison, and I don't mean 'Gitmo'. We will build up our military for three reasons, the official ones are to restore respect for our military and to make a foreign government think twice before sponsoring terrorism here. The third one is to be able to provide support for regime change in Cuba.

The British have already agreed to allow us to acquire a multi-purpose facility in the Turks & Caicos, which would put our future airforce within easy range of all of your country. The base will take time to build and the aircraft will take time to acquire, but they will be a newer model than Cuba flies. This will make it possible to take the Cuban air force out of the equation, but you would have to win the key battle on the ground, hopefully just at the presidential palace. Obviously, we could not consider this without US non-interference if not their outright blessing. They have said they would be willing to help us take action, but they don't know about my idea. Nobody does except you and I. There really isn't any citizen of the UPE that I know who would be good at this, with one possible exception, and he is getting a bit old for your line of work. I do know someone from Tilapia, who might be better, however, I expect you have contacts overseas and in Cuba that could assist you, given the right motivation. It would be great if your insertion back into Cuba could happen more quickly, but I assume that would be premature at this stage. Therefore, you would need to have some overseas camp to train your effectives at, and an official but incorrect version of why they are training. Maybe you could train in Honduras, with 'secret' objective of overthrowing the goverment of El Salvador or Guatemala?

We have just negotiated an arms sale to Tilapia, they will be buying 300 Gorgon II tanks for Ð3.4 million each, but our arms monopoly thinks they are being sold for Ð2.8 million apiece, so that would provide Ð180 million, a tidy sum for a slush fund which could be used to support your plans. I know that another version of this trick gave the US administration some bad publicity years ago, but they did get that counter-revolution funded, which is what matters. I am not saying this is the amount you will have, but it shows what is possible, and that it needn't be subject to approval by our legislature. It might not necessarily be the upper limit either, there are ways to manipulate a budget, so as to hide expenditures, especially if we are buying aircraft from overseas to rebuild our airforce. You would need small and light arms for your supporters. I assume you can acquire illicit ones more cheaply than I, but there are some people operating here that I have made contact with if you need assistance in this matter. Presidential terms last three years here. Could you be ready to have this get to the final phase in two and half years, or would you need more time than that? I expect that I could arrange to be a cabinet minister next term, if necessary to allow you complete your activity, but I would prefer if it could be completed this term.

Oh, and when you are El Presidente, the UPE would like a couple of favors. We would want a free trade agreement, and we would want to be granted a 27 year lease for a base on the Western end of Cuba, or perhaps on the Isla de la Juventud if you don't want us on the mainland. We would build a nice airport there and the barracks could be converted into a tourist hotel when we leave. But why am I supplying the details of your dream? I guess that you have been thinking about it for quite a while. Obviously, for this to work, we need to be able to go public with the evidence that Felix Castor was sponsor of terrorism, not now, but at the right minute, when there is the maximum confusion, to keep the UN or any allies Castor might have from being able to take the high moral ground against your coup. As to Felix himself, I will leave that up to you, if he spends his last years in a villa in the south of France writing his memoirs or his last seconds being torn apart by the Cuban people doesn't matter to me, just as long as he isn't in a position to authorize any state sponsorship of terrorism.

Francisco Rio has lived up to his part of the bargain, we have been able to round up over 85% of the 'Sons of Durruti' and most of the rest have fled the country. He qualifies for the conditional immunity offered. Give him back his hat, give him my regards, and take him in a closed van to Eutopia City airport. There is a Start Aviation Group Hercules transport plane that will be waiting there to take him out of the country."

The President identifies himself and clears security.
"We may have some other even more distinguished personages arriving shortly. We had to meet here as we wanted to include Former President Al'Aeshir in on the discussion. He has done much good for Eutopia, so I while I won't interfere with his current legal proceedings, I am not going to forget all the good work he has done previously, and ignore his input, unless he starts screaming at me. Can we find a room large enough for five or six people? Please show Amric and myself in there."
When Amric arrives, Loic fills him in.
"The American Ambassador has presented an alternative to sanctions. It isn't very pleasant and it has long reaching effects. Therefore I wanted to get some advice before responding. I have asked the other living former Presidents to join us as well. PG Talbott as already weighed in on the matter, but I would like to hear what you, Josephus Sergei, and John O'Floinn have to say about the matter."
Loic summarizes the situation and the American suggestion.
"Forget for the moment, if you can, how we got here. I expect you think you wouldn't have gotten into the situation, but I had to face irate Chinese demands stemming from the Hainan Star affair that occurred during the previous administration, so it is possible that you could have had to face a dilemma such as this. If you were President, facing this situation, what would you do? When the other arrive I will get their input as well. Hopefully something one of you says will trigger an even better idea from someone else. Which is why I wanted all of us to meet, if possible."

By showing that the press in Eutopia is willing and able to dredge up dirt on the government and PRINT it will go some ways toward proving that we are not a terroristic nation.

Saying all that, I don't see a lot of choice. I think Eutopia has to swallow the insult and take the deal. Let the papers, including mine, scream all we want. It doesn't matter. You have to do what is best for Eutopia, regardless of how some people take it."

Even with the oil and gas discoveries in Western Eutopia? Oh, sorry, you wouldn't have heard, we could join OPEC in a decade if we wanted. We could be producing as much as Libya or Venezuela or thereabouts. This gives us some freedom of choice in dealing with an US embargo.

"Hi John, thanks for coming. I met with the American Ambassador, he apologized for having to deliver the message, but his boss provided him with an explicit message to deliver. The U.S. President will veto the sanctions bill if we cede perpetual rights to their base in Western Eutopia plus another couple of miles to extend a runway, and not interfere with how they run it. We can't object to the way they treat prisoners there, their use of land mines, and if there was ever another case of a serviceman raping a local girl, we would be in a weaker position than last time. So it not the carrot and the stick but the choice of what stick will hurt less. We finally got the results of the oil and gas exploration in Western Eutopia. There are significant exploitable reserves. The easiest bits are offshore, some gas is near where the explosion happened that tipped me of urging the exploration, but the biggest part is under lands currently controlled by the Royal Foundation, which is probably Maria of the many last names has pressed her claims lately. Fortunately, none of the reserves are under the US base, as far as I know, from what I heard from PG Talbott after our meeting with Americans.

I know if I make an egregiously wrong call on this you will try to get me impeached, so I thought I would try to get your input first. Talbott said his constituents would be against it, but left the call up to me. Amric says I should take the deal and let the papers scream and yell. You might be President next, what would you do?

Also, we do have proof that the Cuban government and Felix Castor were directly supporting the Friends of Durruti terrorists here. If I can get this corroborated in a manner that we can show the world, we might wish to prevent the Cuban air force from acting against a local coup attempt there, so as to discourage others who might have similar ideas and prevent the out-of-touch revolutionary that Castor has become from ever being able to do it again. I hadn't planned to be on the outs with the US when this came to a head, as they didn't object to the idea in principle. We will have an opportunity to show where we stand, and the that characterization that US is trying to project on us doesn't match the facts.

Funny that you should mention the royal claims, I was just thinking about that matter earlier. I may have an idea.

However, the American situation is more pressing.

If we apply some logic here, it's pretty simple. We can't kick the Americans out of their base, so the treaty doesn't matter a bit in that regard. We may lose the legal grounds, but what makes us think legality will affect American actions? They've put us on a level with Cuba and North Korea, and if we attempt to get them out of the base, the odds are good they will simply insist that they stay as part of the war on terror.

Of course, these grounds can't be used to convince the populace that signing the treaty was a good idea, but, to be honest, I think we have to do this. It may not be fair, but it's true.

You know, it was during my administration that the arms embargo was first put in effect. I don't know exactly what did it...possibly having three coup attempts in three years, but anyway...but there was simply nothing we could do. They know that American companies could have reaped some hefty rewards, but it's seven terms later, and they haven't backed down. And they will enforce every part of it, including sanctions on countries that sell us weapons.

My point is that if they put this embargo into effect, it will be here to stay. Which means that if we do not sign the treaty, we won't be buying any weapons abroad for quite a while, and we won't be interacting with the US at all, unless they want to make more demands.

With the St. Espiritans close to the French and Tilapia endearing itself to Spain, we cannot afford to alienate our only potential 'great' ally.

It simply must be done.

Former Presidents Talbott, Al'Aeshir, and O'Floinn would sign. So if I go along, you will not use this a reason to impeach me. Josephus hasn't shown but he was on record as wanting to close the base, but as our GA Speaker has pointed out, this isn't about closing the base anytime soon anyway. This is truly a crossoads we are at, with the oil and gas discoveries offering us a chance to return to the ways of isolationism a bit more comfortably. It is significant that the three of you choose turn away from that road, and despite the cost, affirm our links with the mainstream of international commerce.

If you have any ideas about the Royal Foundation lands in Western Eutopia, please get them to MERL Talbott. I will try to get a couple of mitigating clauses written into the treaty.
