Lately I am seeing a lot of suggestions on local autonomy, but I haven't seen anyone actually suggest something that would be historically accurate and/or a reasonable thing in return. So what I suggest is the following
Cap autonomy depending on range from the capital. Let's assume your capital is in france then the full french region and half the HRE would be at 0% autonomy. If you would gain provinces around Sicily or eastern HRE your autonomy floor would be at 10%, if you are having provinces on Anatolia then it would be at a floor of 25%. Provinces in mali would get you 35% autonomy and provinces in the new world would start at 45% autonomy. Lastly a province in India would give around 60% autonomy and one in China 80% (the cap).
So basicly the further provinces are away from the capital the more autonomy they get, this is to reflect the administrative needs you would need to keep these lands under your control.
Then a second suggestion to go in with this :
Add the option for 50 administrative power to remove the autonomy floor all together, this gives you some room in provinces that are important so you can make full use of it.
Add a stacking amouth of unrest (2-3 base unrest per 10% autonomy floor?) increase on top of the autonomy floor, this is mostly intended as an anti-blobbing mechanic and would make it much more difficult to keep control of large empires. You will most likely need to keep armies all around the world if you intend on keeping lands.
I think that this suggestion would be much better then distant overseas and would also be much more reasonable then some parts of the current system. (spain having 75% distant overseas when they start to get african provinces bar the ones from marocco)
