Between 1.8 and 1.9, when people where talking about local autonomy of home continent colonies, I came up with an idea that would get rid of the need to core the colonies and the minimum autonomy at the same time. And it could also add gameplay through more complex management of local autonomy.

It's about applying the formula for prestige change to local autonomy change.

Prestige has a dynamic resting point due to absolute values that increase prestige and a relative value that decreases it. If no prestige is added or subtracted through events, prestige will always tend towards a resting point where the positive and negative values are equal. More or less contributions to yearly prestige will shift that resting point in either direction.

This principle could be applied to local autonomy as well. It would increase every month by a relative amount, and gameplay factors like distance to capital, absence of land connection to capital (exclaves for example), overseas colony, effects from government type, etc. would shift the resting point. The player (and the AI) should also be given the possibility to define "administrative centers" (besides the capital) that would be taken as the capital for that calculation. The cost could be something like 1 ADM point per month and "administrative center".

This system would introduce a uniform local autonomy model for all provinces, no matter where they are.
I could also see some events or national ideas that would implement this.
