The catholic religion should have a diplomatic action that allows for nations to "loan" their missionaries to other nations to help them with conversion. From a realistic standpoint, the catholic faith has this sort of "international community" doctrine where the faith is above the states that are a part of it. From a mechanic standpoint, this allows for nations who have a bunch of missionaries with high conversion rates with nothing to do to have some sort of diplomatic advantage, such as how nations that get institutions very quickly can then offer knowledge sharing to make money.
Even if it has to be a bit restricted, such as being only available to catholic nations with religious ideas, the benefit of being able to utilize missionaries more often can make playing the catholic faith in certain ways more viable while maintaining realism.
