Loading Un-assigns Generals

Boot up a game, several generals have been uinassigned from my armies and I am forced to wait full year before re-assigning. Can cause big problems when families become scorned as result, sometimes creating full on civil-wars. Experience the same issue with espionage agents in HOI4 and generals in CK2 AND generals in EU4. Seriously guys, one bug has infected your entire franchise . At this rate, odds are good that if I bought Stellaris I'd still find the bug
