When the history files are loading, the game freezes the music plays but it stops loading. Any help ? I dont found any solution. On PC.

It's not clear to me if the game has ever worked on this PC before, or not.
IF NEVER:
Please go to C:\Program Files (x86)\Steam\steamapps\common\crusader kings ii\DX\ and run dxsetup.exe
If that doesn't help, please try installing:
First: http://www.microsoft.com/download/en/details.aspx?id=8328
Then: http://www.microsoft.com/en-us/download/details.aspx?id=35
(If that doesn't do anything then http://www.microsoft.com/en-us/download/details.aspx?id=8109 )
Then: visit the Windows Update site and allow it to apply all .NET updates/patches it wants to, for all .NET versions.
IF IT USED TO WORK AND NOW DOESN'T:
Please try a full clean re-install:
- move any valued save games elsewhere
- "delete local content" in Steam-CK2
- manually delete all files and folders left under Steam/CK2 AND Documents/Paradox/CK2
- re-install game in Steam, run a Steam Verify when done.
IF NEITHER OF THOSE HELP:
Please post a dxdiag.txt (you can delete everything after the end of the "Sound devices" section for brevity) and your Documents/CK2/settings.txt. From your Documents/Paradox/CK2/logs/ directory, post system.log . Open setup.log in notepad and search for 'checksum', post that line only here too please.
IF NEVER:

Neither of those helped. I previously deleted the CK2 folder in the documents, and dont really see system.log and setup.log. Yes I have activated the game before I post this. And how to make a dxdiag.txt ?

Wait until dxdiag has fully loaded and at the bottom click "Save information" or whatever it is in english or your language.
Activated ? Do you mean to say that game did run earlier ?
Go to the place where you found settings.txt then go to the /logs/ folder under that, you'll see setup.log and system.log there.

There is a logs folder there are some text files but just 1 weights circa.3000 kb and the another text file is 1 kb the rest are there but 0 kb. But no system.log and no setup.log
EDIT: I dont really understand how to make the dot.

Go into your CK2 game folder and start the game from CK2game.exe directly without Steam. Does the game load ?
Well, if the game still doesn't get into the menu, even without Steam and starting it directly from ck2game.exe and you properly created the userdir.txt, then i don't know.

You should place the single dot in the "userdir.txt" file. The userdir.txt file should be in the ck2 game files folder. Is that a misunderstanding ?
No I placed the dot in the userdir.txt and in the CK2 game files folder.
EDIT: This time the game stopped loading on processing flags
ALLELUJAH THE GAME WORK!!!!!! Thanks man for the help. But the game loads very slow. I think I wait for the new patch to come out when I start a new campaign.

Yeah, but the game loads some 5 min. Before the game was loading 2 min and when I click CTRL+ALT+DELETE and I click the task menager It is written that the game doesnt answer.
Checked your dxdiag again and saw you have a 32 bit Windows and 4 GB memory. There is a way to free some memory, but i'm not sure if that will help.

Also, your sound driver is from 2009. You should update it.
