How would they make such a thing even workable? They'd have to switch from CK rules to EU2 rules to Victoria rules, maybe even to HOI rules (the Victoria stuff could probaly just be modded) all in one game. It'd be impractical, unless they've come up with a system that works across all of them, as they (fairly successfully) did with civ3
