Thanks for the suggestion, but I'm afraid I had already found another post that recommended that and tried updating everything. It was all updated already.

Not an official tech support guy, but I've been doing a lot of unofficial help in steam. The issue of the DLC box showing up as blank is usually fixed by doing the following
First: https://www.microsoft.com/en-us/download/details.aspx?id=5555
After that: http://www.microsoft.com/download/en/details.aspx?id=8328
Then: http://www.microsoft.com/en-us/download/details.aspx?id=35
(If that doesn't do anything then http://www.microsoft.com/en-us/download/details.aspx?id=8109 )
Then: visit the Windows Update site and allow it to apply all .NET updates/patches it wants to, for all .NET versions.

...13. The game Launcher starts successfully via the Steam client, but shows no DLCs or Mods, even though they are installed and should be available (as per the screenshot in this thread). This appears to be caused by Windows Vista/7 non-Admin user file access issues, when you have steam installed under your system path (c:\program files\). So this wasn't actually the solution since Steam is already installed on a different drive for me, *but* it did make me think that Windows permissions might be the issue. Running Steam as administrator fixed the problem! Thanks!
