I'm having the same issue. I've also tried reinstalling the game from Steam and verifying file integrity multiple times. If I switch to the 1.09c patch beta, I get my list of mods and DLC back, but as soon as I return to 1.11 they all go away.
It seems like all the DLC is actually enabled (at least when I click on single player, all the major DLCs are listed as enabled--even though I normally disable the Sunset Invasion).
I tried deleting everything in the CK2 folder in My Documents. That didn't fix it. VC++ and my computer in general are updated.
Again, everything worked fine until Steam applied the new patch.

Not an official tech support guy, but I've been doing a lot of unofficial help in steam. The issue of the DLC box showing up as blank is usually fixed by doing the following

Then: http://www.microsoft.com/en-us/download/details.aspx?id=35
(If that doesn't do anything then http://www.microsoft.com/en-us/download/details.aspx?id=8109 )
Then: visit the Windows Update site and allow it to apply all .NET updates/patches it wants to, for all .NET versions.

Thanks for the suggestion, but I'm afraid I had already found another post that recommended that and tried updating everything. It was all updated already.

Sorry to hear that it didn't work for you, maybe it will work for the OP. I have found something from the known issues thread that might help. 13. The game Launcher starts successfully via the Steam client, but shows no DLCs or Mods, even though they are installed and should be available (as per the screenshot in this thread). This appears to be caused by Windows Vista/7 non-Admin user file access issues, when you have steam installed under your system path (c:\program files\). Okay, apparently that last post didn't go through. I found something that might help you on the known issues thread. Go to the stickied Known Issues and Solutions to them thread on the top of these forums and check out #13. This solution is only for if you have ck2 on steam.

about known issue #13: thanks I looked for answers in that page but I'm obviously blind like my Byz Emprah ~.~ Still can't get what I have to do about that. My Steam games folder is on another drive and have worked with - like every other game i got on Steam
Changed installation path and everything work just fine.

So this wasn't actually the solution since Steam is already installed on a different drive for me, *but* it did make me think that Windows permissions might be the issue. Running Steam as administrator fixed the problem! Thanks!

in addition, now I cannot run Civilization V (perhaps because of moving Steam to a different folder) and probably have to reinstall it too.

I finally found out what's wrong. The game won't start in full screen mode. I had to change the setting to fullScreen=no in the settings.txt file.
My display resolution is 1366x768px. I have no idea why it can't be run full screen
