Living / Liquid Metal is an unfun n00b trap that was never fixed

The only thing Liquid Metal is good for is reducing Mega Construction building times. It's a boring n00b trap because of its considerable research time and the payoff is mega construction build times, it offers nothing unique. Not every game uses mega engineering, and this leads those people to just sell it off until they're able to get back into the game. It's flavor sounds like it has something to do with Regenerative Hull Tissue tech but it doesn't. Either remove it from the game (sad) or give it some more unique benefits. Ideas:

- When you finish researching Living Metal, you get the Regenerative Hull Tissue research card. You also get a new edict that ups the strength of Regenerative Hull Tissue
- Create buildings for habitats or star bases that give "regenerative" health properties when living metal is researched.
- You've expanded the event system a lot, give living metal a unique event when its discovered. It's an immediately fascinating material, it should feel like it

Living metal used to give a universal 2% per month hull point regeneration, it used to be an amazingly powerful resource.

Instead of a weird "edict", since living metal is a resource you mine and stockpile, why not just make a new and more powerful regeneration component that uses living metal in its construction and perhaps upkeep? Living metal could add a percentile regeneration instead of a flat one.

Living metal have really low opportunities, but the megastructures build speed is a good bonus when you have ringworlds to build, more should be added

Or... just remove these boring edicts and bring back the old way these resources worked before 2.2. Increase the upkeep from higher tier buildings in energy instead, a resource which actually makes sense or even consumer goods as an upkeep.

Give me back my 20 rare resources which a can trade away to my allies.
