Litvinov, as Stalin's foreign representative, spearheaded a policy of better relations with England, France, and the United States. Only when the West abandoned Czechoslovakia in the Munich Pact, and then later when they allowed Germany to seize the rest of Czechoslovakia, did Stalin abandon this policy in favour of reaching an agreement with Germany.
Another main reason Stalin replaced Litvinov with Molotov was because Litvinov was a Jew, and, naturally, he would not be the best diplomat to reach an agreement with Nazi Germany.
With such in mind, here is a proposal for the modified Litvinov-to-Molotov event. Changes are in bold, and they amount to:
1) The prerequisites for Molotov-Ribbentrop Pact must exist.
2) Czechoslovakia must have either joined the Axis or been absorbed by them.
3) France and England must not have declared war on Germany, in reprisal.
4) The month has been changed to May, as was the case historically, instead of January.
