I also think that Germany should have 0 transports in 36. I'm not sure what Germany had historicaly in 36, but transports in HoI are quite an abstraction as it is. A way to judge the number of transports Germany should have in 36 is to try and find out what their sealift capacity was. That is, figure out how many divisions they could land and supply at a beachead successfully. I'll bet you it wasn't two, or even one.

Bolt, what about not giving the UK any extra transports until 1940 (or 41) and then giving them more (like 10)? The idea being to cut down on those annoying early war silly invasions and make a "D-Day" more likely.

Are you putting these in the OOB production queue but with very long completion dates?

And is there any way to perhaps detect if the UK is human or AI played thus not giving the human the extra transports?
